Culvert VPN's Turkey location is Istanbul, and it is a Premium city. It gives you a Turkish exit address from the city where the fibre between Europe, the Caucasus and the Middle East crosses, so the round trip is short from all of Turkey, the Balkans and the eastern Mediterranean. Where the server is

Istanbul straddles the Bosphorus, and the cables do too: the overland routes from western Europe into Asia and the submarine routes across the Black Sea and the Mediterranean meet there. Turkey's own network converges on the city, so a server in Istanbul is close to the whole country and, at the same time, close to Bulgaria, Greece, Romania, Georgia and the Levant. For a single Turkish location there is no other sensible choice.

Add 20–40 ms on 4G for the mobile carrier. Routes into and out of the Caucasus and the Levant do not always follow the map, and sometimes reach Istanbul via Frankfurt or Marseille, so a measured figure above these ranges from those places is normal rather than a fault. People in Turkey and the countries around it. For Turkey itself Istanbul is the closest possible server, and for the Balkans, Cyprus, Georgia and the Levant it is nearer than any other Culvert city. Individual servers are never listed, so a server drained for maintenance or given a new address changes nothing you can see.
