Where the server is

Dubai is one of the main crossing points between Europe and Asia by cable: the routes from the Mediterranean to India and the Far East pass along the Gulf, and the UAE's data-centre industry has grown around that. Traffic from Abu Dhabi and the other emirates reaches Dubai in a few milliseconds, and the neighbouring Gulf states are all within a short hop, so a single server there covers the region well.

Who this location suits

People in the Gulf, and the many people passing through it. The UAE has an unusually large expatriate population and Dubai is one of the busiest transit airports in the world, so a great many people want a nearby server for a few days or for years. From anywhere in the Gulf the round trip to Dubai is short enough not to notice, and for East Africa and Pakistan it is the closest Culvert city.

How the app measures it

Each time the picker opens, the Dubai row shows a round trip measured from your phone to the city right then, and a headroom figure for how much capacity it has spare. The round trip is a real measurement rather than a signal-bar icon, and the headroom figure is what tells a busy server from a distant one.

Tapping the country picks its quickest healthy city, and inside the city the app picks the healthiest server itself. You never see or choose a server, so a server being drained for an update or given a new address does not show up as anything missing. Once connected, the exit IP on screen is one the app verified through the tunnel by asking Culvert's own server what address it saw.
